    Approve the specification

    Document purpose, authority, population, qualifying event, denominator, exclusions, access, corrections, outputs and retention before data is loaded.

    Use minimum necessary records

    Keep raw access logs in the authorized source and import only fields needed for the approved analysis.

    Validate and correct

    Mark outages, duplicates, missing events and unknowns; provide a documented correction route before reporting.

  4. 04
    Aggregate and delete

    Produce the least detailed output that answers the purpose and delete or de-identify records at the approved retention end.

Should names be stored in the workbook?

Use a pseudonymous identifier where individual linkage is necessary and authorized. Keep the re-identification key separately with tighter access and delete it when no longer needed.

Can the workbook prove attendance?

It organizes an analysis; it cannot fix missing exits, shared access, forgotten badges, outages, off-site work, or a poor qualifying-day definition.

When should the file be deleted?

At the approved retention end or earlier when the identifiable detail is no longer necessary. Record the deletion or de-identification action.
